Who Are We
The Region II Equity Assistance Center (EAC), housed at Touro College’s Lander Center for Educational Research in New York City, is one of ten regional EACs funded by the U.S. Department of Education under Title IV of the 1964 Civil Rights Act. Operated as a collaboration between the Lander Center and Learning Innovations at WestEd, the Region II EAC provides technical assistance on issues of race, sex, and national origin to state departments of education and school districts in New York, New Jersey, Puerto Rico, and the Virgin Islands. The Center’s primary goal is to promote equal access and opportunity to high quality education for all students.
The EAC Region II Partners
The Lander Center for Educational Research at Touro College was established in 2005 as a unit of Touro College’s School of Education, Graduate Division. The Center works closely with districts and schools in their efforts to promote student achievement, school leadership, team capacity building, teacher quality, school reform strategies, and the overall professional development of district and school personnel. The Center also plays an important role in Touro’s commitment to broaden its capacity in serving as a major research institution of higher education.

Learning Innovations at WestEd (LI) improves education for children by strengthening adult learning and promoting systemic improvement at the state, district, and school levels. LI provides professional development, research, and evaluation that bolster teacher quality and leadership, address needs of English Language Learners and students with disabilities, and improve learning in science, math, and other subjects.

The Equity Assistance Center uses the Authentic Task Approach (ATA) for its delivery of services. ATA is a systemic approach to helping districts identify and/or clarify problems, establish goals, and accelerate continuous school improvement. This model for service delivery offers two distinctive levels: a structured approach to addressing the specific issue or task – usually the impetus behind the request to the EAC – and an expanded process that is intended to build the capacity of districts for sustained progress and systemic change.

The EAC Center provides technical assistance, upon request, to states, districts, and schools regarding issues of race, sex, and national origin. Major areas of focus include: disproportionality; teacher quality; drop-out prevention/re-entry; the achievement gap; English Language Learners; harassment/ bullying/ violence; NCLB; and IDEA.
Specific EAC services are planned for, and designed in collaboration with, district or school officials and may include a mixture of the following:
