Region II comprises 1,304 school districts that enroll 4,621,589 K-12 students (See Table I below). Desegregation needs in Region II school districts reflect the national trends discussed in previous sections, including overrepresentation of English learners and students of color in special education; their underrepresentation in gifted programs and advanced-placement courses; discrepancies in the testing and placement of English learners; unequal access to highly qualified, effective teachers; low on-time graduation and high dropout rates; achievement gaps; and uneven school financing formulas. Table 7 displays some of Region II’s characteristics.
